Ainda sobre o financiamento do Estado pelo Banco Central

Em texto em que se se avaliam vários aspectos da relação entre um banco central e o governo, diz-se a certa altura a propósito do financiamento do défice fiscal pelo banco central:

"... the financial position of central banks may still be threatened as a result of lending to governments which is made under inappropriate conditions. In order to minimize this possibility, central banks should preferably acquire government securities in the open market within the margins allowed by the limits. Any other form of government borrowing from the central bank on the other hand should be exceptional and subject to market-related interest rates and conditions. The determination of maintaining fiscal discipline at all times, keeping public sector financial needs within the margins allowed by the kind of structural constraints, has primary importance in facilitating a predictable and prudent central bank behaviour regarding the financing of governments."

De realçar a referência ao facto de se aconselhar a que não haja, em princípio, empréstimos do banco central ao Governo e que, se ainda assim estes existirem, o devem ser à taxa de juro de mercado.
Um dos problemas neste momento em Timor Leste é o de que, se tal financiamento existisse, não se saber ao certo qual é a referida "taxa de juro de mercado" já que não existe um mercado interbancário que ajude a defini-la.
